Hi All,
 
I am having a similar issue. I have ISE 14.7 installed with window 10 as my OS. When I first ran ISE 14.7 it would fail due to a "_pn.exe issue", I found a solution for this by going to the properties of ISE 14.7 and changing the path from "nt 64" to "nt" which appeared to fix the "_pn.exe issue". I am now running into the issue that it's looking for a license and can't find one as shown in the "Capture.PNG" attachment. I have a license from xilinx but when I am in ISE 14.7 and go to help > Manage Xilinx Licenses nothing happens. I also have gone directly to "Manage Xilinx Licenses" and nothing happens either. I can't find xlcm on my pc. Any advice?

1.打开命令提示符
2.导航到ISE安装目录
3.运行settings64.bat
4.运行命令：xinfo

Can you attach your license file and xinfo file here to further debug the issue?
 
To generate xinfo file,
 
1. Open Command Prompt
2. Navigate to ISE Installation directory
3. run settings64.bat
4. run the command: xinfo 
 
It will generate xinfo.txt, attach it here.
