xilink的板子。impact 检测不到设备 显示Can not find cable, check cable setup

下载器上的绿灯是绿着的。
我不太理解为啥会说Invalid device driver license.有人跟我说是ISE版本问题，我重装了还这样。
另外我不插任何设备时执行 initialize chain 也是这个提示
试过重装xilink驱动，重装windriver，重装ISE 14.7 都是老样子。
