XC6SLX9 JTAG编程失败

I probe the DONE pin and it is indeed not high (or being driven. It seems to be floating after being programmed.) I've been able to program this specific FPGA about 2 hours ago, but after resoldering a few bad solder joints, this started happening. I have no idea how resoldering those pins could have caused this issue, especially since the device is actually detected. I've checked all of my 1.2volt supplies and they are all fine. I have no idea as to what the issue could be...
