@red_ferrari To be honest, thats a very open ended question that wouldn't have an answer. There are multiple voltage rails on Spartan 6 ( VCCINT, VCCAUX, VCCO) which operate at different voltages and so you would need more than a single regulator. 
 
As vanitha pointed out above, if you know your design, XPE would be a good start to get you the numbers. Do go through those threads as well which should help you get the information you looking for
