2018.6 (June) is the time when a new Cumulative update for Windows 10 version 1803 got released and most likely got applied on your PC at that time. If you run winver, do you see Windows 10 1803 Update in your case?

I tried the following process as I can try it simply.

- Uninstall ISE_S6_0206
- Reinstall ISE_S6_0206
- Install the latest version of VB 15.2.18
- Restart the PC
- Start VB
- Set the network setting to "NAT"
 
Unfortunately, the same error occurred.
I will try the other link.

Which version of the update is your Win 10 OS? Please run winver command and let us know the update number.
 
Indeed, please try the other link that @nupurs has provided to you, as other users have seen a similar issue before and have suggested some workarounds.
 
You can also try uninstalling the latest Win 10 Update that got applied to your machine after June 2018 (2018.6). To do so, go to Start > Settings and click on Update & Security.
Click the Recovery link on the left and then click on Get started under 'Go back to the previous version of Windows 10.'

 
Can you give this a try and let me know if you still seeing the same issue after you have reverted back your Win10 machine to the previous Update that you had before, where everything seems to be working fine with?

Since uninstall Symantec Endpoint Protection and windows update
can't be tried immediately due to the security restrictions of my office,
I will execute it after preparing suitable PC environment.
