From the Xinfo you shared me, i can see there are 9 implementation features within version limit. For information on version limit, please go through the below AR:

You need to make sure that all the seats are not used by other users using license from the server.

From the Xinfo, i can see that you have floating license and you also have implementation feature within version limit. But it may be the possibility that the no seats which is 8 for the feature are being used my other users who are accessing this license from the same server. Hence the error. You can check the VLM (Vivado license manager) to confirm this.
 

 
If this is actually a case, then you can create an option file, and use reserve or exclude command to reserve license for you.

Thanks for the info.  I need to understand which version-limited 'Implementation' feature is associated with device xc7v2000t as we do have 25 'Implementation' features in total but when the error was reported there were plenty licenses not in use.  could you please let me know how to check as VLM doesn't tell such details.
 
FYI. The errors were encountered when compiling for Cadence Protium S1 system.
