Hello,
 
The license you attached is a Vivado WebPACK activation license.
With this license, you can use Vivado WebPACK and SDK with webPACK devices. For more information on webPACK, see this link: http://www.xilinx.com/products/design-tools/vivado.html
 
Since you are using, I suggest you to follow below steps:
 
1. Login to www.xilinx.com/getlicense
2. Click on "Manage Licenses" Tab
3. In  the first table, you will observe "ISE WebPACK" license. Select it
4. Click on Download button (bottom-left corner of the webpage)
5. Now open Xilinx License Configuration Manager and click on "Copy License" and select the downloaded license in the browse window.

The point is that when I select Manage Licences  tab I do not see ISE WebPack licence.
 
I've attached the htm  file below showing what I see when I follow your instructions. 
 
Under the bottom half of the Product Licensing screen you will see  it states Vivado WebPACK license   not    ISE WebPACK  as you suggest.

Bottom half is reserved for activation based licenses.
 
ISE supports certification based licensing and respective license should appear in upper half.
 
Can you attach a snapshot of the product licensing screen, last attachment was not clear.

I sat down last night and removed all Xilinx software and reinstalled. Software now seems  to be working OK but again it was less than a seamless process..
 
I was on the point of moving to Altera and decided one last effort to resolve the problems. If  I had been in a rush I would have surely done so.
 
I am unimpressed  with the complexity of the Xilinix  way of   doing things. You should be able to get up and running programming the FPGA  which is what you want to do not messing    about  wasting time with unnecesarily complicated and confusing licensing arrangements. Someone at Xilinx is not thinking.
