I downloaded two different formats of ISE 14.7 install files - the split installer (4 files) and the full installer. I tried installing on Windows 7, 64-bit machine. I am finding it impossible to install from either of these. During installation, I get the error that the installation process is not able to write to the folder (PlanAhead or ISE/ISE_DS). I check up the properties of the folder, and I find that it has become read-only. I then modify the property of the folder (and subfolders), and then proceed with the installation (retry). It moves ahead 1%, and then again reports the same error. Again the permissions have reverted to read-only! For PlanAhead this goes on 2-3 times, before it finally installs.

But for ISE, the number of files within the subfolders exceeds 100,000. This takes lot of time changing the permissions. Then it slowly completes 1% more, before again reporting the same irritating error. I tried this 3 times (twice with the split installer, and once with full installer). I even disabled my anti-virus. I am finding that the installation can't proceed beyond 71% (stuck at ISE_DS).

ISE 14.6 went through without any of these issues (even with anti-virus enabled). I want to know whether Xilinx personnel had checked up whether ISE 14.7 is installable before uploading on their website.
