What makes u say that 'Vivado knows where the project files are?'. Do you find the project in the recent files in vivado.
 
You can manually delete the Xilinx folder in the C drive. Also remove any related files from the App data. 
 
C:UsersathandrAppDataRoamingXilinx

Hi,

After uninstalling the tool, see if you have any files in the following directory: C:/Xilinx/Vivado/2013.x
If you have any files or folder 2013.x (uninstalled version), delete those files.

deleted the .Xilinx directory, as well as the xilinx one.
    even removed the old ISE I had, just in case,
 
did not know about those AppData folders, so deleted them as well,
   also checked the env variables, check no xilinx in them,
      
 
what makes me think I'm not removing all of vivado, and wy do I want to.
   
Well, why, is because I have broken the templates in sdk, and in desperation am trying to re in stall  vivado. 
 
what : is that after I have doen what is mean tto be a clean install, 
   when I run vivado, and create a new project, the tool sugests a path and project name.
 
on the first real install this was something like c: something, 
    but now after the suposed fresh install, it knows I save my projects on M:my_projects
 
so some where the vivado is saving this information, not un installing it.
 
Thank you. It looks like thoise AppData folders were the final cause.
   just doen a re install, and the new instilation is asking for a project in C:users as expected for a new install.
