我可以理解不允许远程用户（即Windows远程桌面）访问完整许可证（$$$），但这对于WebPack安装是否真的必要？

That would likely explain why you can't use this within Terminal Services. Now that I think about it, I likely generated my original WebPACK 11 license with an early build before 11.1 was released last April 2009. I'm not sure why the license is different now but I see that it is...
