I think you have the option to select the initilazation values for the BRAM's when you use coregen wizard Block Memory Generator.

There is an undocumented option for bitgen that you can use to not initialize the block RAM to all zeros.  In order for this to work you also need to enable the bitstream compress option.
 
-g compress
-g skip_bram_init:yes
