Windows 7 64位上的14.7安装问题

I am running Windows 7 Professional 64 bit SP1.  I installed 14.7 and the installation appeared to go OK.  But when I create a project in ISE and try to synthesize i get an error message:

I get a similar error from PlanAhead 14.7.

I have been running 14.5 on my system without problems.  I have tried uninstalling and re-installing 14.7 and observing all warnings, but nothing indicates an installation problem.
14.7 is connecting with our license server.  And 14.7 works on other computers in our office that use the same archived 14.7 download file and the same license server.

Suggestions?
