As xc7z020 is supported with webpack license, You can log in in below link and generate vivado webpack license to use this device :

从Vivado TCL控制台运行以下命令以生成xinfo.txt。
report_environment -file xinfo.txt

Run the following command from Vivado TCL console to generate xinfo.txt.
report_environment -file xinfo.txt
 
After running the command just type “pwd” this will show you the path where the xinfo.txt file is generated. You can browse to that path and find the file.

No that license is specific to the device and it cannot be used with XC7Z020. However, from the snapshot you shared I see that you have valid webpack license which does support XCZ020 device.

However the webpack license seems to be of ISE and not Vivado. Hence you are seeing the license error in vivado.
