IP version limits follow the same rules as the Vivado version limits, however note that certain IP's may require specific 'feature names' in the license in order to be used.
 
You cannot select older versions of an IP to generate in Vivado, however it is possible that if an IP hasn't had any major features added to it, it will retain an older version limit it used in a previous version.
 
As an example, there is an Ethernet IP core in 2018.2 has a minimum version limit of 2015.04 in order to use it.
 
If the version limit is later than what your license states, it cannot be used.

Are you referring to the generation of the synthesis/implementation bit file that the older version is able to support and not newer device that the new version could support?

Thanks for the information,
It sounds more complicated than I thought.
 
We purchase a full Vivado and the Version Limit is 2018.06.
 
If for example, if I update my Version to 2020 (in the future), then if I use an IP then does the Wizard allow the user to select an IP version at the 2018.06 time frame or it only shows the latest version.
And if this IP is later than my version limit then I can no longer use it?
