That is correct, please re-generate your Vivado license file and the PR licensing feature would then be enabled/added in the license file.

Checked your xinfo and i can see that your partial reconfiguration feature is not under version limit. Also the version limit of other features are also expired. So won't be able to do synthesis and implementation also.  https://www.xilinx.com/support/answers/33770.html
You need to get Vivado system edition license where you get partial reconfiguration feature also.
