Thanks for sharing further information. From report I see as you correctly mentioned, there is mismatch of host-id and this should be the reason that tool is able to detect license but unable to use it in active session.
 

 
The other licenses which you see, can be detected and used as it has ANY host ID. So from this analysis, can you please try re-generating the license by doing a re-host? Use 000c29f20b50 as your Network ID to generate a new license and it should work.
Go to manage license tab > click on modify license and add new host like below.

Regenerating is not given as an option in the context menu from either the Hierarchy or the IP Sources view for some reason. It won't even let me re-validate the block, as it says that "hdmi_example_tba7200t_x4_v_tpg_0_0"  is locked. (This is an HDMI reference design from Inrevium, btw. They sent me a version that should compile in Linux - at least it did for them. It won't for me so far because of this issue.) Please see attached for the license file. I'm not sure what an "environment report" is, but I attached the output of report_ip_status in case that is what you mean.
 
And, what I meant about Windows was that the tpg license reports as "Purchased" when I run report_ip_status. Unfortunately, the design won't compile in Windows because the path lengths are too long, and I can't seem to change that. This is why I went to Linux. Don't know why I should have a license issue in Linux, especially on free IP.

Thanks for your reply. The environment report can be generated from report_environment -file C://env.txt through Vivado TCL console. Are you modifying the license file in any way (included HLS)? Since this is node locked just try to install IP license as it is first. If you change a machine you need to re-host the license irrespective of OS installed. The VLM should show the license installed which should be reflected in environment report.

Hi Prathikm ,
 
The only modification I made to the license file was to concatenate the individual license components together. I've attached an updated license since yesterday. It is the same machine, just using Linux through a VM.
 
Also attached is the env.txt file, which says "IP Bought" for the TPG license for my correct NIC ID. Strangely, at the top of the report, it says:| Network Interface Card ID | 000c29f20b50 | which is not my NIC ID. I don't know how it got this value, but it does match what the license manager reports on the View Host Information page, so they're both incorrect.
 
FYI - prior to running the steps outlined below - which I found from a previous support session - the license manager reported the host ID as all 0's for some reason. After I ran the steps below, it was reported as 000c29f20b50, which is also incorrect. I suspect that this incorrectly perceived NIC ID may be causing some issues; although it does not seem to be a problem for the other licensed components, including HDMI and Vivado.
 
Steps I ran:
 
1. Created a /etc/udev/rules.d/70-persistent-net.rules file:
Per: https://askubuntu.com/questions/767786/changing-network-interfaces-name-ubuntu-16-04, I manually created a /etc/udev/rules.d/70-persistent-net.rules file. According to the post, "The line for fixing the interface name of the NIC with MAC address "02:01:02:03:04:05" to "eth0" is now: SUBSYSTEM=="net", ACTION=="add", DRIVERS=="?*", ATTR{address}=="02:01:02:03:04:05", ATTR{dev_id}=="0x0", ATTR{type}=="1", NAME="eth0". So I did this with my own NIC ID.
 
2. Edited the grub file:
Per: https://www.xilinx.com/support/answers/60510.html
cd /etc/default
sudo vi grub
Add the following to the end of GRUB_CMDLINE_LINUX:
net.ifnames=0 biosdevname=0
:wq
sudo grub-mkconfig -o /boot/grub/grub.cfg
then rebooted

I see that my Ethernet adapter id is, indeed, that value in Linux even though it's not listed in the ipconfig /all output in Windows. Not sure why they could be different, but lesson learned anyway. Appreciate your help!
