Hi @manavguglani,
 
What you need to do is install tool in supported OS first, because I do not see Win8 supported for Vivado 2017.4 (reference link1 and link2). Bypass this and you might encounter other issues in future.
 
But you can initially try:
- Run vivado.bat from cmd. The file is located in C:XilinxVivado2017.4bin path. Just cd to directory and run vivado to see if launches or gives out some error message.
- Try non-project mode. vivado –mode tcl --> start_gui.
- Check if 2015 Microsoft redistributables have been installed.

When i tried to run vivado.bat it gave error message could not find 64-bit executable. path/vivado/2017.4/bin/unwrapped/win64.o/vivado.exe does not exist.

Vivado.exe should be in path /win64.o. Did you try executing through start_gui? If same issue persists, try reinstalling the tool again as suggested by @jmcclusk (in supported OS, admin and antivirus off).
