Which version of Vivado are you trying to use?
The activation based licensing scheme started from Vivado 2014.1 and if you check the release notes, Vivado 2014.1 and subsequent version stopped supporting Windows Server 2008, 64-bit. You need to migrate to supported OS as per recommendation and you will find the list at
