Which OS are you using on VM?
Also paste the command that you are using for starting the server?
Make sure lmgrd.exe, lmutil.exe, xilinxd.exe are in same directory or location.

The person in our IT department who is setting up the Xilnx virtual machine is out until next week. I can give you what I know.
 
OS : Windows 2012 server
VM : not sure, but I have heard VMware mentioned
Command line: I will have to ask when the IT person returns
File locations: I will have to ask when the IT person returns
 
Note: It seems we have multiple FlexNet servers running for several programs. The Xilnx license server is the only one with this problem.
 
Yes, I have tried www.google.com. You might want to change your signature; it does not "read nicely".
 
As far as I can tell, with the help of www.google.com, from Chapter 15 of Flexera Software's installation manual, which Xilinx does not provide, more recent versions of FlexNet now detect certain Virtual Machines and refuse to load when FlexNet detects the virtual machine. One must use a FlexNet program called "lmbind" to provide more information to FlexNet. Xilnx does not provide lmbind as part of its licensing tools.
 
The above is all I have for now. I tried opening a Webcase ticket, but it seems that, although we are using purchased licenses, I can not open a Webcase ticket since my email address is from an university. I currently am attempting to remedy the situation.
 
This process of setting up a Xilinx license server is turning out to be far more involved than it should be. Xilnx needs to create a installation guide related to setting up its FlexNet license servers.

Command to start: Not using a command, using FlexLM to start the server.
 
It was verified that all files are in the same directory, except for the license file which is in  another directory.
