So, a design linking license does not allow you to generate bitstreams. You may generate functional simulation netlists, but you may not evaluate this component in hardware.

So, with the hardware evaluation license, in that case the bitstream will be valid but will stop working after 6 to 8 hours of operation.
 
So, from your attached files I can see that you have a hardware Eval license for “axi_ethernet”, but for “tri_mode_eth_mac” only a Design Linking license can be found and that’s the reason why you can’t generate your bitstream, as your design contains some licensed IP core that doesn’t have a valid license for bitstream generation. You may also want to generate a Tri-Mode Ethernet MAC, Hardware Evaluation license and then put it into the .Xilinx folder and then try again.
 
Also, please note that if you have some of your Node-Locked licenses located somewhere, just say, “H:.Xilinxall_licenses”, none of the licenses from this location will get found unless you set either XILINXD_LICENSE_FILE or LM_LICENSE_FILE environment variable to point to this location. As such, if you don’t wish to set the environment variables, put all of your Node-Locked licenses into your %HOME DRIVE%:.Xilinx folder (e.g. H:.Xilinx in your case) and all of the node-locked licenses will automatically be detected by the tools when necessary.

Is the IP license on the same server as vivado license?
 
This kind of issue is seen when the IP license is not on the same server as vivado synthesis license.
 
To work around this issue, do one of the following:      1.    Make either the Vivado license or the IP core license a node-locked license.      2.   Rehost either the Vivado license or the IP core license so that both licenses are served from the same server using the same lmgrd process.

You can also open Xilinx License Configuration Manager (XLCM) from the Start menu and set either XILINXD_LICENSE_FILE or LM_LICENSE_FILE environment variable to point to the location where your IP core (Bought) licenses are, e.g.:
 
XILINXD_LICENSE_FILE = C:XilinxVivado2013.2ids_liteISE/coregen/core_licensesXilinxFree.lic
 
As currently, these IP bought licenses can’t be found by the tools and that’s the reason why you are getting this error message.

It looks like you have merged several Node-Locked licenses together, as I can see several licenses with different version limits (see below) located in the same license file called “XilinxFree.lic”, and to me it looks like it wasn’t merged correctly. Usually, with the Node-Locked licenses, we don’t need to combine them and you could just keep the license files separate and rename them so they can all sit in the same repository. However, if you decided to merge them together, then you need to make sure you have copied all parts of one license into the combined file, not only the INCREMENT line but also the PACKAGE part. The PACKAGE definition is a REQUIRED part of the license. Its absence will result in check-out failures.
 
                       
 
As such, double check your combined license file to make sure that everything is good. If you’d like me to have a look at your combined license file, please attach it here and I will examine this file and will let you know the output then.

Hmm...I didn't merge the licenses, at least not consciously.
There are several license files in my .Xilinx directory:
#1: Xilinx_DSP_Edition.lic (comes from a ISE bought in 2011)
#2: Xilinx_EDK_Edition.lic (was delivered in 2012 after we bought an additional EDK package to include into our DSP edition)
#3: Xilinx_XC6VLX240T_Logic_Edition.lic (orginates from Virtex6 ML605 Evaluation board, bought in 2012)
#4: Xilinx_XC7VX485T_DeviceLocked.lic (orginates from Virtex7 VC707 Evaluation board, bought in 2013)
#5: Xilinx.lic
#6: XilinxFree.lic
 
#5 and #6 existed after software installation and/or license setup, I don't know it exactly.
But these two files are identical to their correspondent files in the setup folder:
C:XilinxVivado2013.2ids_liteISEcoregencore_licenses
 
Which of these files is the combined license file that has to be checked?

Sorry, I was on vacation and couldn’t reply earlier. Yes, you are right, #5 and #6 do come free with the installation and you don’t need to worry about them.
 
Do you actually have a valid tri_mode_eth_mac and also axi_ethernet_soft_temac licenses available? As these are the licenses that are mentioned in your screenshot attached and are used in your design.
 
Also, even if you don’t have any purchased (i.e. IP: Bought) above licenses, your “IP: Design Linking licenses” for these cores should of got picked up instead. However, we also have found out that in Vivado 2013.2, the Design_Linking licenses are not being recognized ( http://www.xilinx.com/support/answers/56696.htm). And as a workaround, you actually need to copy the Xilinx.lic file from this directory and put it in the $HOMEDRIVE/.Xilinx directory, where I can see you already have done this. Just to verify, can you please upload your up-to-date Xinfo report? Also, even when you have copied these #5 and #6 to your H:/.Xilinx folder, do you see exactly the same error?

Our design includes a microblaze subsystem, in which we included one instance of an axi_ethernet core (v3.01a).
We just have a hardware evaluation license for that ethernet core.
 
With the pervious Vivado version (2013.1) it wasn't a problem to generate the bitstream. As we wanted to keep the
tools up to date, we decided to install Vivado 2013.2. But that runs into the error.
 
I already uploaded the up-to-date Xinfo report. And also the screenshot shows the up-to-date error.

From your Xinfo report it can be seen that you have no hardware evaluation licenses. Can you please run the following command in the ISE Design Suite Command Prompt (if you have ISE installed,  go to Start -> All Programs ->Xilinx ISE Design Suite 14.x -> Accessories -> ISE Design Suite Command Prompt) and let us know the output:
 
xlicmgr status -c tri_mode_eth_mac –v
 
Then it will tell you (in the “Status” section) if such a feature exists and if it’s a Hardware Evaluation, Full etc. license file.

Page 2:
When the AXI Ethernet is used with the Virtex-6 FPGA hard TEMAC mode only, the core is free and does not require a license key.
When the AXI Ethernet is used with the soft TEMAC mode or Ethernet AVB endpoint mode, it operates in an evaluation mode to allow users to determine if they would like to purchase a license for the full version of the core. During evaluation modes, the core is fully functional, but only operates for several hours before requiring a reset to continue.
 
As such, I just want to verify that your Hardware Evaluation licenses can be picked up correctly. As such, please also run the below command and see the output.
 
xlicmgr status -c axi_ethernet_soft_10_100 -v  
 
Can you also please tell me where exactly do you keep these Hardware Evaluation licenses? Are they in the same .Xilinx folder with the rest of your licenses? Or are they located somewhere else? From your previous email I can see you have mentioned #1 to #6 licenses that are in your .Xilinx folder, but nothing was mentioned about your evaluation licenses.

Well, we just have the #1 to #6 licenses, that's correct.
 
Isn't the phrase on page 2 of the datasheet: "...it operates in an evaluation mode to allow users...", meaning a Hardware Evaluation? For this reason I thought that we are currently using a HW Eval License.
I guess that I don't understand the difference between Design Linking and Hardware Evaluation.

Thank you for the information, now I understand the difference between the licenses.
 
But anyway, I have exactly the same license files that I used with Vivado 2013.1.
And there I was able to generate and test the bitstreams.
 
Now, after we have updated to 2013.2, it doesn't work anymore.

Hi Anatoli,
Thank you for the important hint.
I just followed the link to generate a hardware evaluation license on this website:
http://www.xilinx.com/ipcenter/ipevaluation/temac_evaluation.htm

And put the license file into my %HOMEDRIVE%:.xilinx directory. Now I'm able to generate a bitstream.

The only outstanding question is:
How was it possible that I could generate a bitstream with Vivado 2013.1?

Hello Andreas,
 
Thanks for letting me know and I’m glad to hear that you are now able to successfully generate a bitstream.
 
You see, this all depends on what you previously had, as to me, from looking at your Xinfo, I could not see any hardware evaluation licenses (of any full license for these specific IP cores) and therefore, it would fail on any Vivado/ISE releases, if you only have Design –Linking licenses. Maybe you had the valid licenses and then moved them somewhere else, when you were trying to debug the licensing issue with 2013.2. Or, maybe you have these hardware Eval licenses in some other location and before you were pointing your environment variables to it and everything was good, but then you’ve modified your environment variable (i.e. either XILINXD_LICNESE_FILE or LM_LICENSE_FILE) and could easily forgot about this. Or there could be something else (like modifying and adding new licensed cores to your design, etc.); at this stage it is very hard to see what you had previously and why it was working with 2013.1 and not with 2013.2.
 
Anyway, it is great to see that you can successfully generate the required bitstream.
