Click on "Manage Licenses" tab in the following webpage: www.xilinx.com/getlicense and look for webpack license.

If you have not generated webpack license in the past, you will not find it in the "Manage License" tab of the webpage.
If this is the case, contact our customer support by filling this form: http://www.xilinx.com/askx/customer_service_form.htm to generate a webpack license.

To generate xinfo run xinfo from Start --> All Programs --> Xilinx Design Tools --> ISE Design Suite 14.6 --> Accessories --> Xinfo System Checker.

Hi,
 
Your webpack license is not picked by the tool (there are not entries of webpack license in the xinfo file).
 
Try below:
1. Open XLCM (start --> ISE Desgin Suite--> Accesories --> Manage Xilinx licenses).
2. In the box provided for XILINXD_LICENSE_FILE enter the path to the webpack license say C:/Xilinx/Xilinx.lic (if the webpack license is located at C:/Xilinx folder) and click on set. You can write mutiple paths here seperated by ; in case if you have multiple licenses.
3. Reopen the Xilinx tools and check if the license problem is solved.
 
If this does not help, attach your license file.

I moved the license file to C:Xilinx and set the path. This caused BOTH ISE and PlanAhead to not recognize a license file. I moved it back to C:.Xilinx, and then ISE worked again, but PlanAhead still did not.
 
I have attached my license file, as well as a "license_info.cache" file just in case it is helpful.

Hi,

Ok. If you put the license file in c:/.xilinx folder, the tool will pick the license ( there is not need to set path in license manager).

The license file which you attached is petalinux evauation license. It does not have ISE or Planahead feature. Do you have webpack license? If yes, attach the same. Else you need to generate webpack license from www.xiinx.com/getlicense

I can't generate any more licenses. That Petalinux license was the only option available when I originally got the software. Now when I go to get another license, no product licenses are listed in the table.
