In theory, you should be able to tie to a USB network adapter.  I've seen customers have mixed results with this, though.  You can _definitely_ tie to one of the USB flex dongles like you linked to.  Just be aware that locking to the dongle does _NOT_ work in Linux currently.  This is related to a driver issue from the licensing tools vendor -- they just don't have a production driver.  I've heard of people hacking and compiling the source for the driver themeselves, but that is very hit-and-miss.

While interesting, tying to the serial number of a USB flash drive won't work.  This is a limitation of the flex licensing subsystem (which we receive from a third-party).  The licensing system only checks the serial numbers of fixed hard disks, not removable drives.
 
for your second question, since we've already established that USB flash drives won't work, I'll address this to serial numbers of hard disks -- yes, you can re-host the license to a new drive in the event that the drive dies.
 
Currently, we allow up to five re-host operations for a given license.

3) Can I tie a node locked license to a USB wireless ethernet adapter?
Or was my distributor mistaken?  I am the only user of my node locked license, but I want to use 2 computers so I see this as a legitimate use of my license.  FLEX licenses are for sharing licenses among multiple people.
 
4) Can I tie a node locked license to a Xilinx USB dongle?
Or was my distributor mistaken again?
