This is a free license provided with Vivado Design Suite, but you need to sign the core license agreement first. Click on Core License Agreement on the right side of this page to get the license:
http://www.xilinx.com/products/intellectual-property/tpg.html
 
Or contact your FAE for the free license: http://www.xilinx.com/about/contact/authorized-distributors.html
 
Then load this license and use it.

Vivado doesn't seem to be able to get a license for the v_tpg system.
The license is just the standard certificate license from the vcu108 board kit.
