Unfortunately, the main reason why there is no Spartan-II family available for selection in ISE 13.2, is that the Spartan-II devices are no longer supported in the latest version of ISE,​ the last version of ISE to support Spartan-II devices was ISE 10.1(http://www.xilinx.com/support/answers/15938.htm).
 
You can’t just add Spartan-II to the device family. If you wish to work with Spartan-II projects and, just say, need to compile your design for a Spartan-II,​ the only option you would have is to download and use one of the last versions of ISE,​ which support the Spartan-II devices. As I've mentioned before, the last version of ISE to support Spartan-II devices was ISE 10.1 (ISE 10.1 can be downloaded from the following link: http:/​/​www.xilinx.com/​support/​download/​index.htm). If you decide to move back and install ISE 10.1, you will require a Registration ID (and not a license) in order to install the tool. This Registration ID can be generated for free, only If you have previously purchased a full license for ISE,​ i.e. a Logic Edition license or better for the newer version of ISE (i.e. 11.x or 12.x or 13.x). And once you have purchased this license for the newer version of ISE (i.e. 11.x/12.x/13.x),​ then you are entitled to a free Registration ID for the older versions of ISE.
 
In order to get this registration ID you need to log in to the license generation page (go to www.xilinx.com/getlicenses. You will then be asked to login,​ do so and then confirm your details by clicking on Next. You will then be on the Product Licensing Page) and then click on the tab that says "Legacy Licensing". This will take you to the page where you can generate your registration ID. You will need to contact Customer Services if you know that you are entitled to a registration ID for 10.1, and it’s not there and/or it wouldn’t let you to generate it for whatever reason.
