PICKit 2Plus now includes a revised installer including the updated parts database, .NET of Windows XP support.  Changes the PICKit 2Plus ini file to now save the ini file to user location rather then the installation folder which should resolve many of the installation and use ability issues.
 
PICKit 2Plus has been tested on Windows XP, 7 and 10 on 32 and 64 operating system variants.

    The whole story.
 
PICKit Plus comes in three variants - a Windows GUI application for the PICKIT2 programmer,  another Windows GUI application for the PICKIT3 programmer and a command line utility for both the PICKIT2 and PICKIT3 programmers.

We have updated, revised and added new protocols to support the Microchip 8 bit parts released since Microchip dropped support, in 2009 and 2012 for PK2 and PK3 GUI applications, and, very importantly support for the newer range of Microchip parts (hence the new protocols).  Updated the parts database, help etc.  So, we tested and got folks to test even more - results were very good.   We did not not share the application too far as we had a 'Go To Market' plan.... see next paragraph.

Then, we started the 'Go To Market' plan.  The plan was relatively simple.  Option One was to ask Microchip to take the development back under the banner of Microchip.  This is the easier option for everyone.  Microchip would get the credit for work, a commercial arrangement would cover the support costs, Microchip would 'certificate sign' the PICKit Plus applications (as this is not cheap) and then the software would be released to you all as freeware.  As it was in the past.

Well after working with the Microchip 8-Bit Division Vice President...the response he got was a bit of a surprise from the Microchip Programmer Division.

So, we have to go to the next step in the 'Go To Market' plan.  Find the funding for the application packaging, sort out licensing, and release a new package in a more complex manner.  

Summary.

We have a very good programming suite for the PICKIT2 and PICKIT3 programmers that will extend the life of your programmer/investment.  No need to buy a new programmer just to program a part, and, all you old parts work with PICKIT Plus.     But, we need donations.  We are not a charity and there are real costs that have to borne to release a signed and maintain an application like PICKit Plus.

    I should have mentioned... we are currently fixing a long standing bug where some devices loose the BANDGAP configuration and we are updating the device supported.

    where are the actual aplications to download? all i can find is the device files.
i'm not exactly surprised the people at microchip are so luke-warm about helping in any way;they make their living trying to fix the new hardware being being sold,and develop the next ones; they have their eyes on the horizon not looking backwards.Whether the decision to kill off the old pickits was based on technical problems (of which there where many,lack of internal memory space for one) or purely commercial interests (shifting products) is anyones guess.
The PICKit 2 was a real surprise to microchip; developed in-house by an enginer who's since left,it was first released as a bit of a 'gimmick' but took off beyond their wildest dreams,and earned a place in the hearts and labs of millions of hobbyists and pro's simply because it just worked.The PK3 was a rework,based on 'the more the merrier' (as you know,it even used the same device file...) but never quite worked as well,and doesn't have the same following.Now this has been dumped as well, in favour of the PICKit4; which has all the features people have asked for in one fairly cheap little 'dongle'.This also has more than its fair share of problems; as i've found out...i see there may be a small market for this software,as people love to keep using things they are comfortable with.I would pay for an application that added features and support to the PICKits; i hate to 'skip' things that just get out-dated. (but then i haven't forgiven microchip for making the Picstart Plus obsolete!) if you asked for money/donations it should cover its  'real-world' costs; or release it as FOSS and see if it survives in the wildwink:
either way; keep up the good work!

I have spoken with the developers at some length, and, the description of the development program is the same story I have heard.  
 
The rational for the three applications is relatively simple.  PK2 programmer has capabilities and the specific application is needed for those capabilities.  PK3 programmer has capabilities and the specific application is needed for those capabilities.  We have totally re-written the command line utility from the ground-up.  So, to rewrite the GUI for the PK2 and the PK3 to expose the different capabilities would be a few 1000 hours.  We have already spent a huge number of hours sorting out the bugs and the new protocols - so, three applications going forward.
 
We are covering costs with the donation program.  We are moving to DONATIONBOX soon to ease the donation process.

Support Devices: We have updated the parts database to add more parts and to improve quality. See https://sourceforge.net/projects/pickit3plus/ for the latest parts database.  Remember the newer parts are only supported when you use PICKit Plus software as the PICKit Plus software has the new protocols needed.
 
Software: We are adding support for 12f675 etc parts for Bandgap.  This will be available very soon. Bandgap was an open bug in the Microchip software and meant the parts like the 12f675 where being programmed with the incorrect tolerance setting for Bandgap.

    Frankly speaking, a really good universal ICSP programmer hardware should NOT contain any MCU because the modern FT232H/FT2232H chips have all the necessary for this - HS USB at host (PC) side and UART/FIFO/MPSSE at MCU side. Any of the primitive programming interface the PIC8/16/32/AVR/SAM/ST MCU are using can be easily emulated by properly handling and efficiently using the FTxxxxH facilities while debugging is not necessary at all. All you need is just ONE smart programmer guy who should write the GUI application without using any bulky frameworks.
