you should use the clocking wizard for spartan6 to use the PLL and DCM's as shown in the below snapshot.
 
THe old PLL and DCM wizard's are not applicable for 6 and 7 series devices.

• This should not be a license issue as the evaluation license should not stop from adding the IP cores.
  
• Which version of tool are you using?
  
• Try the standalone coregen tool and then add the source separately  into your main design and check. The standalone core should report all devices supporte by that core.

Don't use the wizard. Read the S6 HDL library guide and instantiate the PLL. It's easy. A template is provided.
