Vivado normally produces an INFO with something like this:"WebTalk data collection is mandatory when using a WebPACK part without a full Vivado license. To see the specific WebTalk data collected for your design, open the usage_statistics_webtalk.html or usage_statistics_webtalk.xml file in the implementation directory."
 
So, if you are targeting a WebPACK device and don’t actually have a full license, the data transmission is always turned on for the Vivado WebPACK tools, no matter what setting you have in your case, as these would be ignored (see the table below). As this is a free software, that is how it works in this environment, as it is a part of terms and conditions that are set by marketing.
“No data is sent if you disable WebTalk, except for the use of the WebPACK license to generate a bit
stream”.

Hi Anatoli - that's actually the page that I linked to. Note that running the stand-alone sim tools isn't a "bitstream flow". The section I quoted states "No data is sent if you disable WebTalk, except for the use of the WebPACK license to generate a bitstream", which implies to me that WebTalk *can* be disabled if you're not generating a bitstream. There are old threads which also give this impression.
 
So, can we have a definitive statement on whether this is possible? Thanks.

For any other Vivado flow (apart from Bitstream Generation or Route Design Flow), then you can disable the WebTalk Install Preference or the WebTalk User Preference (see Chapter4: 'WebTalk' of UG973: https://www.xilinx.com/support/documentation/sw_manuals/xilinx2018_1/ug973-vivado-release-notes-install-license.pdf on how to set or unset these) and that way the webtalk data won't get sent out.
 
In Vivado tool, if you open the GUI, then Tools->Settings, in here WebTalk can be selected/unselected that way:

Hi @anatoli - thanks - think I've got to the bottom of this. There's a bug in how you handle Webtalk, depending on whether on not the tools have to create 'xsim.dir'.
 
1 - remove xsim.dir, confirm Webtalk is off, compile, elaborate:
 
> rm -rf xsim.dir
> vivado -mode tcl
% config_webtalk -info
INFO: webtalk is off, yada
% quit
> xvlog test.v
> xelab work.top
...elaborates, runs webtalk
 
2 - do exactly the same, but don't remove an existing xsim.dir:
 
> vivado -mode tcl
% config_webtalk -info
INFO: webtalk is off, yada
% quit
> xvlog test.v
> xelab work.top
...elaborates, does *not* run webtalk
 
My unit test environment deletes xsim.dir (or whatever the work directory is) before each test, so webtalk runs for each one.
 
Seems like I'm not allowed to report bugs (see other thread) - perhaps you could do the necessary? Thanks.
