Hello, I've started working on a legacy project which uses Vivado 2014.3.1. I installed this version on Windows7, then created and installed a WebPack license via the license portal and Vivado license Manger. The license you've shared is an ISE_WebPACK license and not Vivado_WebPACK one.
Please obtain Vivado_WebPACK license and this will fix your issue then.

I suspect you are constrained to use that old version of Vivado. On the other hand, if you have the freedom to use a later version of Vivado the Webpack licensing is now automatic. With the last few versions of Vivado, it is my understanding that you can just install it and start using the webpack supported devices without generating a license. The 7z100t is definitely a webpack part.

Thanks Pedro! You're right, the Vivado version is inherited with the project. It seems like I'm doing everything necessary. I'm not sure why the license isn't allowing synthesis. Maybe I'll try the latest version and if the resulting bitstream is still functional, maybe management will allow me to adopt the new version. If there are any ideas about what could be holding this up, or how I could gather more diagnostic info to debug the license issue, I'd be very thankful.
