Double check the cable connection and try slowing down the cable. Also double check the jumpers on the board. With the stater kits the boards have all be tested to work and there is either a problem with the hardware connections or jumpers on the board. The IDCODE is actually reading all 1's and the 0's there are from the mask bits in the IDCODE. When the output of a JTAG shift state is all 1's its typically because the device is not in the proper state and this can happen due to double clocking during state transitions.
