  It would help a lot if you could post a .csa file.  Here's what to do:

Setup your instrument so it demonstrates the problem, then using "Trigger:Hold" to hold the sweep and save the state as a .csa file.  Post it and we will look at it right away.  Note: there are four choices for Rx leveling in IMD, and some depend on the amplifier gain. If you try to level at the output and the amplifier has some memory effect then it can be unstable.  

You can fix this up by going into the power/attenautors dialog, and increasing the Rx leveling iterations to a larger number, for example, or opening up the tolerance (I recommend 0.25 dB or so).

  Just check it out in my version of firmware (actually, one newer than 9.85 but not yet released, but I didn't see any updates to IMD level control so it should be the same) and I don't see in unexpected problems. BUT I do see an issue that you might be runnining into.  

First: Are you in Swept IMD or IM Spectrum?

If you are asking for more power from the IMD tones than the sources can provide, you will run up to the source unlevel region. It might be the source will go unlevel trying to acheive the target power and at the instant it goes unlevel it can have a higher power than the leveled power, and so meet the goal, but then it is unstable. 

Two more things to try:  Check it at lower power; or go to the port 3 source (Source2out1) and change it to high power mode if your frequency is below 3.2 GHz (hgih power has no effect above 3.2; below it high-power bypasses the octave band filters).

Also, if you are near the top of the ALC range and in Swept IMD, you might try to use ALC off.  In Rx leveling, the receiver is used to detect the signal and so it is not required to have ALC on to get reasonable results)

Attached the CSA file for your reference,

I tried to opening up the tolerance to 0.25, but I still encountered the same problem.

Actually yesterday I did some experiment on 2 different firmware.
I tried to test IP3 of one product in PNAX which is installed with firmware A.09.22.17, and it is working fine.
However, when I change to firmware  Version A.09.85.05, and test the product using same setting, it is facing problem of unstable IM3.

That's why, I am wondering is it this firnware version A.09.85.05 couldn't do receiver leveling.

To answer your previous question, 
1) I am trying to level the power at the output of the DUT.
2) I dont have option 087, so couldnt try it up.

I were engaged with other testing past few weeks, so today only I managed to test the IP3 using your recommendation.

I couldn't open your csa file because I think my firmware version is older than yours.

I try to change the Rx leveling to be FOMSource for the 4 signals (F1,F2,IM1,IM2), but still I couldn't get the desired IP3.

  Did yo change both sources to FOMsource (you have to select Port1 and Port3, if you are using such.  Try also upgrading to the latest firmware before recalling the state (I think it is 9.85.06).

And, if you send a note to jvall, he will give you a temporary license to try 087.  Then you can see how fast, easy and accurate it is.
