Do you have a valid Vivado license on this particular machine? Can you share your license file as well as your Xinfo report (generated on the machine where this licensing issue is seen).
Xinfo.txt can be generated by running the "report_environment –file xinfo.txt" command in Vivado TCL console

In case you do not wish to use a license with that device, you can use the Vivado WebPACK (2016.x and 2017.x) tool which does not require any license. 
You can go for the latest 2017.2 version and select WebPACK during the installation process. Link : download
Go for the Vivado Design Suite - HLx Editions - 2017.2  Full Product Installation.

actaully i need the 15.2 version only.
and i am trying install the web pack itself but at the end it asked for the license, and i generated the free license and loaded

From the VLM screenshot, i can see there is no tool feature i.e Synthesis, implementation. Can you please share the license file and the output file generated after running the below command:
report_environment -file env.txt.
