    One more thing to check on your end - The actual license file (.lic) is at C:ProgramDataMicrochipxclmicense. It is a text file you can open. Run "xclm -hostinfo", make sure the Host ID matches what's in the .lic file.

    my guess cos i am in China can't reach to servers to verify and when i am on VPN host ID changes so mplab server is receiving my VPN's host id and mplab x is getting device host id while installing mplap x was getting VPN  connection's host ID this is so hard to know without seeing MP lab's internal code... hope support can figure it out btw i tired bot with or without VPN and with ***'s host id or PC's host id

    I am not sure if this has anything to do with VPN. The host ID is really just your computer's MAC address. Since each workstation license allows three different host IDs, I thought perhaps you might have downloaded wrong batch file for the computer you are using. That's why I wanted you to verify the reported host ID matches the host ID in the license file.
 
If you ever get this problem resolved, do come back and give us an update. Your problem certainly sounds very strange.
