That's definitely a good option, if you can find a suitable board.
 
We did the same with the Zynq 7045; you can buy a development board for half the price of a full Vivado license, including a device-locked license. The development board is essentially a free bonus.
 
 
With that said, do you have to use this board? Or are you just using it because someone gave it to you for free? If it's the latter, I'd strongly recommend scrapping it and buying a new development board; it's not worth spending money getting an old Spartan 6 board going these days.

Generally, if you purchase a board from Xilinx, you will receive a license that is device locked to the device on the board. (In your case, it is S6 LX150)

Umm.. I don't know 'which spartan6 board' it is.
 
I only know that the board uses xc6slx150.
I also have the schematics of the board, so I assume that the board is architectured by the person who gave the board to me.
 
I think that, If I cannot purchase a device-locked license individually, it would be good idea to buy a board with xc6slx150 only to get the license (if it is a cheaper way).
