Hi,

Are you using vivado webpack or ise webpack? Can you attach the license here?

The webpack licenses are not node locked hence it can be used on a different machine than the one for which it is generated for.

I have attached the ISE WebPack license file that I created by copy/paste from the "Manage Licenses" tab on the "Product Licensing" page. It appears to have specific Node ID information contained in it.

Yes it is node locked.  That is what is giving me the problem.
 
I generated it by going to the licensing page, asking for a WebPack license and having it emailed to me from Xilinx.  When I tried to get a license using the built-in license manager (XLCM) tool, it did not work.  I tried MANY times to get XLCM to give me a license but nothing happened.
 
Now I cannot generate any new license because the License Manager web site says I already have one:  The options are all disabled.
 
Looks like I am completely screwed.  I will just use my wife's email address and create a new accound with Xilinx unless you have any better suggestion.  Why does Xilinx make it so difficult to get a FREE license.  I have wasted hours on this stupid problem.
