  I have researched online, and any chips that I have found are obsolete.
 
One idea: Maybe visit the small and not so busy electronic/computer accessories shop and check to see if they still have that old PS2 to USB converter as old stock. If you can buy it, tear open that device and you can find the obsolete chip inside.
Also if your city has a regular flea-market, then perhaps you can try there too. They sell old computer accessories.

For USB to PS/2, I would suggest just using a microcontroller. PS/2 is not exactly a high-speed interface; normally around 10kHz which (even on an 8MHz AVR) gives you hundreds of operations per PS/2 clock. A quick search finds plenty of AVR-friendly PS/2 libraries, and there's also good support for AVRs as USB devices. This will be far cheaper than an FPGA, and far easier.
 
For the second task, I can see ways to do it without an FPGA (most likely a USB2380 to do the USB-to-PCIe conversion, then a PEX 8112 to get from PCIe to PCI, then a PCI1510 to do PCI to CardBus and PC Card. Given the cost of FPGAs, this might be the cheapest option - but it's not exactly elegant.
 
Using FPGAs, I'd probably try to do the USB to PCI on the FPGA, but still have a PCI1510 to do the CardBus support. That way you don't have to deal with the odd voltage requirements, switching between standards, etc.
