This issue occurs on Windows 7 machines, both 32 and 64-bit, due to a handshake problem with the license call from System Generator to the overall ISE license mechanism. The problem occurs when a license file enters into the 30-day license subscription warning period and beyond. Prior to this period the issue is not seen.

If possible, move to ISE Design Suite 14.3 as the issue does not occur with System Generator 14.3. However, if this is not possible, then a patch is available for ISE Design Suite 13.1, 13.4, 14.1, and 14.2 to fix this issue in System Generator; these are attached to the end of this answer record.

If you experience any problems using these patches, or if they fail to resolve your issue, please open a WebCase with Xilinx Technical Support.

Please note that with the same license all other tools (e.g., ISE, PlanAhead) do not result in an error; this is strictly a System Generator issue.

Note: In the patch_readme file contained within the zip-files, the "root directory of the XILINX (Xilinx ISE installation)" refers to the following location $XILINX, which is equivalent to C:XilinxISE_DSISE.

This error can occur for a variety of reasons.

Below are some common examples and the resolution needed:

There is a space in the System Generator installation directory.
Re-install the System Generator without a space.
Avoid a deep installation directory.
There is a space in the MATLAB installation directory.
Re-install MATLATB without a space.
A problem with the way MATLAB was invoked.
Open up the System Generator via the sysgen token.
Ensure that the XILINX environment variable is set and that the PATH includes $XILINX/bin/nt; $XILINX/lib/nt before launching MATLAB.
There is an issue with M-Code processing.
Check that the "$TEMP" environment variable is accessible and that the temp directory is not full.
The cache is too full.
Read the System Generator for DSP User Guide (UG640) to see how the cache is cleared and see (Xilinx Answer 37984).
The temp directory could be full or not accessible.
Change the permissions and use the system tools to empty the temp directory.
License checkout failed.
Ensure that the XILINXD_LICENSE_FILE environment variable points to a valid Xilinx.lic file.
Also seen when 30-day evaluation license was used, Sysgen did not work with the evaluation license.
Sysgen can encounter this problem when the license file is located under C:.Xilinx.
It can be fixed by leaving C:.Xilinx empty, saving the Xilinx.lic file to a different location (for example C:Xilinx_licenseXilinx.lic), and pointing to it by using the environment variable XILINXD_LICENSE_FILE (Xilinx Answer 61341)

I've installed Matlab2013a in drive C and  ISE14.6.
Now in matlab when I want to run simulink show the below message.
 
Warning: Cannot find path "E:xilinx14.6ISE_DSISEbinnt64" in "PATH"
environment.
Cannot find path "E:xilinx14.6ISE_DSISElibnt64" in "PATH"
environment. The libraries under the path are needed to simulate and
netlist designs using blocks from Xilinx System Generator for DSP
blockset.
Cannot find path "E:xilinx14.6ISE_DSPlanAheadbin" in "PATH"
environment.
To make sure that your design simulates and netlists with Xilinx
blockset as expected it is required that you start MATLAB using "Xilinx
Design ToolsISE Design Suite 14.6System GeneratorSysgen Generator"
from All Programs menu under Windows Start button.
 
Could you please guide me?

As the warning suggests, please start MATLAB using Xilinx's System Generator.

Also, MATLAB contains a variable called 'path' which specifies the search paths required by MATLAB for various applications.
Please refer to MATLAB documents/help on how to edit this variable and add the paths as indicated in the warning.

I've re-installed ISE14.6 with matlab2013a again.
and run it from system generator. 
when I click on generate icon it has generated, but when connect the FPGA to implement the code on it,  when click on RUN icon, again show me the fatal error, that I described at the first of this post.
