Hello sir,
   As you told i have tried giving reset following UG196 and now its more frequently getting connected then before(i mean without plugging in and out). But its not 100%, so i tried giving a H/W reset twice or thrice to the board when it doesn't link up on its own, and  connectivity gets established.
In real time i cannot acess my board in the unit, so can you please help me out to find any solution.

1) Did you run the IBERT test to make sure the TX/RX parameters are the ideal one's for your setup?
2) Make sure the cable connectivity is firm enough and the cable is proper as reconnecting it is making the link up.
3) Check the connector and try with a DIFFERENT CABLE.

Hello sir,
  1. I didn't try IBERT Test for my transceivers which i'll surely do it tommorow but if i had a high bite error rate i would have seen it by now since my system is working very steadly without any data corruption's since few months, My only issue is inital link establishment.
2. I have designed two similar cards, both my cards are having the same issue and i have tried with multiple optical cables(lengthy,shorter ones)  and i have also checked with multiple SFP transceivers(Finisar  part) .

Since the link up is taking some time i think you need to check the optical cable connector for any problems.
 
For once try to keep the optical cable as it is even if the link is not up and check if it goes up after sometime (around 1 to 2 minutes).
