If this is indeed Windows 10 Fall Creators update (version 1709), then there is a known issue with Vivado 2017.3 and the Windows 10 Creators Update from Microsoft which may be case here.
 
This is documented in Answer Record 69908

While this update for Windows 10 is not officially supported with Vivado 2017.3, the following work-around is available:

• Navigate to (Vivado Installed Directory)2017.3binunwrappedwin64.o
  
• Backup 'vivado.exe' by renaming it to 'vivado.exe.backup'
  
• Copy 'vivado-vg.exe' and paste it into the same folder.
  
• Rename 'vivado-vg - Copy.exe' to 'vivado.exe'

There is one AR (Answer Record) regarding this "Launcher Time Out" error. Link is mentioned below. 
There are multiple possibilities which can cause this error. So apply this AR's resolutions one by one.

Also mind that you are using supported OS for Vivado 2017.3 or not. ( As shown below.)

Where you able to overcome this issue? If not, can you try the below and see if you can open Vivado by following the below steps:
 
If this is a Windows OS, open a windows command prompt and set your PATH to something different as to what it is currently set, i.e. basically clear it (please note that you are not clearing it “globally” on this PC, but only clearing this within this command prompt) 
e.g.
set path=
 
(see my screenshot as an example) 

• Check that the PATH is now not set to anything and you can do this by typing path as the command and this should return PATH=, as can be seen in my screenshot below
  
• Then CD to the location such as XilinxVivado2017.3
  
• Run settings64.bat
  
• Now PATH should be set to point to all of the Vivado 2017.x related directories (see my screenshot as an example)
  
• Within the same command prompt, navigate to any directory with full read and right permissions and then from this location open Vivado by running this command: vivado
  
• Then see if the Vivado GUI opens or not and if any additional information would be provided to you then and let us know the output please.
  

 
 
Secondary, the warnings and messages are normally indicating that the Microsoft V++ redistributable (vcredist) libraries are not found or could not be run.
The vcredist version needed for Vivado 2017.x is 2015. 
Check and see if the vcredist dlls have already been installed:
       When correctly installed by Vivado, the vcredist DLL libraries should exist under the C:WindowsSystem32 directory. If all of the vcredist DLLs found under the Vivado install and exist in the C:WindowsSystem32 directory, make sure that the C:WindowsSystem32 directory is included in the PATH.
       There will also be a copy of the 2015 vcredist DLLs under binunwrappedwin64.oMicrosoft.VC140.CRT (for example, C:Xilinx.xinstallVivado_2017.1binunwrappedwin64.oMicrosoft.VC140.CRT). Do you see this?

still no. I did all steps you write about setting PATH, and reinstalled the C++ 2015 redistributable file, making sure it exists in the system32 folder and make sure system32 is included in the path. still not work. the vivado.bat still exits without showing any information and it generating a 0kb "hs_err_pid_whatever" file without any contents in vivado.bat's directory each time I run vivado.bat.
Thank you for your solutions, appreciated, and I am gonna run a system reinstall anyway :)

After you have ran settings64.bat in the command prompt and then, if you run 'vivado' as a command, what do you see then in the command prompt gui? What message does it populate for you? Can you take a screenshot and send this to me please?

@zbb5049, what i mean, I would like you to follow the steps in relation to the PATH that i've shared in my previous email and after you run settings64.bat, within the same command prompt window, i would like you to run a 'vivado' command.
It sound like you have done all of the steps, however then navigated to vivado directory and from there you then tried running vivado.bat . However, please try running vivado command from the same command prompt window, after you run settings64.bat. Thanks.
