I have searched this forum pretty much in it's entirety and this was the most relevant posting but did not include the details that I was asking for, primarily the USB driver question.  To compound the issue, I left a help with request with Microchip 4 days ago but have not gotten a reply so a decided to reach out to the forum.  RTFM is an adequate response if there is actually an "M" to read.  In this case there is not, or a least it's not in a location that easily identifiable.

Did you open the help to have a look ?
Though a large detailed document if you are serious about using Harmony ( the only choice going forward ) it will be quite challenging without this document.
In the other thread you can see the length of time it took Alex and me ( my first read of this section of the manual/help ) to read the relevant sections.
You might benefit from watching the Harmony videos on this page http://www.microchip.com/mplab/mplab-harmony
Also there is quite a bit of documentation available to read.

    Yes,  I scanned through the various help_harmony_vol*.pdf docs.  I couldn't find the basic step1 , step 2 process to start up the board that I was expecting.  I've programmed the 8-bit devices before and there was always a little printout or help file that gave you very specific info on getting everything running.
 
I did see the following of page 622 of the vol1:

My confusion was/ is that there is no information in the Information sheet or Users guide for the Ethernet Starter Kit II.  I tried connecting the USB port as described for other kits but there was no driver detected in Device Manager
 
I'm sorry if this is so simplistic that it's frustrating but I have spent 2 or 3 hours trying to get a "hello world" experience>  I'm just a hardware guy trying to run enough demo to do power metrics and layout evaluation for a new design.

    yes, similar to the demo I found. I can build the code . I'm trying to get the MPLAB IDE to connect to the target board to download the code. I'm assuming that is done by connecting the mini-USB to the board.  I did that but I cannot see the target board/ can't download the code.  That was/is my major issue referenced in the OP.

    "OP" generally is used to refer to the "Original Poster", I am guessing you are referring to the "Original Post" ?
The help is quite specific about the uses of the USB connectors.
In this case the documentation included with the Starter Kit II says "Mini-USB port for debugging", located on the top of the board.
If your system does not recognize the port do try a USB 2 connector on the pc
