Well, the command as given doesn't work. I assume it's supposed to create a file?
 
Editing the command does not create a file.
I've tried editing to c:/xylinx/xinfo.txt
I've tried setting it to my desktop.
No file is created, but the console looks like it built one.

From the output report, you have installed Vivado WebPack license successfully on your system but it won't allow you to use logic analyzer feature. You can check below link

To use this feature, you can try using Free 30-day evaluation license (generation and activation process is similar to WebPack) or you can purchase Design Edition/System Edition license. Please contact your FAE to know further details regarding this license http://www.xilinx.com/about/contact/authorized-distributors.html

Yes it should work because it will be node-locked license. By node-locked, I mean it will be locked to  Network Interface Card ID (or Ethernet MAC address) or C: drive serial number (Volume number) of your system.

ok, Im confused. 
 
What should work because it's node locked?
The webpack license? The logic analyzer? The 30 day trial?
 
My confusion comes because the analyzer works while I am attached to the campus network, but not while I'm at home.
The system is the same, the MAC address or drive serial hasn't changed, only what network it's attached to.
