• Have you seen the memory requirements during installation. Did you had enough diskspace needed for installation.
  
• Which OS you are using?
  
• Do you have read write permission for C:Xilinx14.7ISE_DSISE?

- I don't change the write/read requirements. Xilinx software creates a Xilinx directroy in the root C: and set permissions by themselves.

Do you have any antivirus in your system?
If yes then try installing the software by turning off the antivirus. I suspect some program is locking the file so it can't be extracted. I am not sure if it will work for you but you can give it a try by installing software after turning off the antivirus.

In additional when I installed on PC1 this ISE (even with errors) I can open "plan ahead" but when I open my project I cannot assign XC3S50AN chip to the project and esentially to compile it. 
I installed ISE on another computer (PC2) ISE, but from that computer cannot program into device. I take generated on PC2 MCS file, send to PC1 and succeed with programming.
 
So the situation is terrible.
One one PC2 I can only compile and make MCS file
On another computer -  PC1 I can only program/flash it.
 
Is not normal situation taking into account that PC1 a new one with fresh installed OS and a bunch quantity of resources. Other other soft except this is working perfectly
