Can you share the xinfo file and license file that you are having?
 
To generate xinfo,
start Menu -> pprograms -> Xilinx Design tools -> ISE design suite -> accessories -> Select xinfo system checker.
 
From the snapshot it looks like you are having webpack license.
with webpack license you cannot use system generator.

I am attaching mine xilinx.lic file. Can you please confirm that it is not suffient for using the SYSGEN. Moreover please direct how to get system edition license for ISE design suit 14.3 and Vivado 2013.3.
 
I was having a bouther suppiled with one of the board that I have purchased. I have used that one to generate the Xilinx.lic file.

Here are my observations from the attached license file.
 
You have 4 licenses:
 
1. VIVADO_HLS
This is 30 day evaluation license for using Vivado HLS tool.
 
2. ZYNQ7000_ZC706_EMBD
This is the license you received with the ZC706 board. And the tools you can use are: SDK, Chipscope, ISIM, PlanAhead, XPS.
You can use all the above tools with XC7Z045 device.
 
3. PetaLinux_NoSuport_Eval
This is the license used for petalinux
 
4. ISE_WebPACK
This is the license with which you can use the tools mentioned in my last post.

To purchase system edition license, there are two options.
 
1. Purchase Online: In the following link: http://www.xilinx.com/products/design-tools/vivado.html, click Buy
2. Purchasing through Sales or Distributors
    Sales: http://www.xilinx.com/company/contact/sales-reps.htm
    Distributors: http://www.xilinx.com/company/contact/auth-disti-table.htm
 
I always suggest you to purchase through sales or distributors because they can assist you with the purchase.
