Windows Server 2012 is not a supported OS for Vivado 2014.2. We test and provide license utilities for the operationg systems for which our software is supported. (See AR 54242 for supported OS).

Attach your lmgrd log file here. i.e., when starting the server, you will run the command: lmgrd -c license_file -l debug.log
So attach the debug.log file used in the above command.
 
I also suggest you to try installing the floating license after providing return port. see this answer record: http://www.xilinx.com/support/answers/33115.html

Running the command hostname returns the server name (lets call it SERVERNAME) and the client name (CLIENTNAME) on the respective machines.

More importantly, I just tried and apparently Vivado systhesis and implementation tools are able to check out the license without any issues. So my guess is the that there is an issue with vlm, otherwise things work just fine.
