I also get ERROR: [board-21-45] when trying to create a new project with Vivado 2013.1 Webpack version.
 
I can open an exising project fine. It's just the creation that fails with the error.
 
I tried uninstalling all other Xilinx ISE programs and reinstalling Vivado 2013.1. I also tried creating a new license. I still get the same error.
 
I'm using Windows 7 64 bit.

Obviously, this problem on instaling Vivado 2013.1 is not occuring for everyone, or it would have never been released or discovered much sooner. So what do we have in common here?
 
Not the OS since, it fails similarly on Ubuntu, and I'm sure they checked on Win 7 64-bit, which the rest of us are using.
 
Here's some other installation and configuration history in my case. Does anyone else have some common ground?
 
1. Recently Installed ISE 14.4. (tried removing and installing all clean with no help)
2. Using Webpack versions for all (seems to be a common ground)
3. Installed 14.4 Device Pack to be able to configure Zynq chips.
4. Used ISE 14.4 to (successfully) configure and program Zynq chips
5. Using a Zedboard with associated drivers.
 
Potential conflicting software I use:
Avast! 8.0 Antivirus
Altium 13 EDA tools, with Nanoboard 3000
SolidWorks 2012 and 2013
EDA Desktop SW Modeler
Go Pro CineForm
Sony Vegas
Notepad++

You are only allowed to edit after a certain number of posts. Anyway, I have pretty much the same as you with the exception that my 14.4 is deviced locked to the S6 (on the SP605 board). I just received a zedboard which is why I am wanting to use Vivado. 
 
Previous version 14.4 also had webpack issues that involved something as basic as setting an environment variable.

I'm wondering why the error comes from a "board". It could be the error is related to a device or board locked license?
 
Now that you mention it, I also long ago used a Spartan 6 on a SP605 board. It's detached but I still see a device locked EDK license for it in the current Xilinx license manager list.
 
I have all external development boards completely detached from the computer during the install, so there should be no direct conflicts.

Thinking that, I removed the .Xilinx directory (which contains license files) , uninstalled ISE, removed C:Xilinx and %appdata%Xilinx then proceeded with the install. But that didn't help.  What I'm going to do as a test is install on  a new instance of windows running in a VM. This should tell me if there is contamination from previous installs of the ISE. 
 
Since I have run into this exact issue on my other laptop I can only assume 1 of two things: a. webpack is hopelessly borked or b. there is contamination from a previous install of a device locked ISE. I'll assume for now that b. is more likely.

Even if you clean  up your PC, it looks to me like each time you make a new license, Xilinx integrates in all the old licenses as well, so you only need one license file for all products.
 
However, looking at my Xilinx License Configuration Manager, I don't see a license generated for my older Spartan EDK demo board, even though the license indeed appears on the web site for Xilinx: Software and IP Licensing Center. On my PC license, I only see licenses node locked to this new PC's hard disk and other node locked licenses (which I assume is Vivado webpack node locked to smaller Zynq chips).
 
It could be the EDK license doesn't show up in the license generated for this PC, as the original license was to an older PC that I upgraded in January this year. It could be the license generator is smart enough to exclude licenses to other PCs since the disk doesn't match. 
 
If it's not conflict with the older EDK license, it must be something else.
 
My PC uses a Dell PERC310 controller for RAID disks. The controller should let the Xilinx license prrograms see the disk for ID, as it does work for the license generation.

Not sure that is the case with webpack licenses. Regardless, I have created a new Win7 64bit instance with no other software except Vivado. Same issue. Can see that there are licenses for the various Zynq models but cannot create a new project. 
 
There are myriad other issues as well. Can someone try:
 
Manage IP->Open IP Catalog
 
I get a crash... 
 
Clear that this software was released too early. Will continue to use ISE 14.4 (afraid to try 14.5)

I have the same problem.
 
I was going to comment to WebCase, but my creadentials are still pending acceptance.
 
My environment is:
 
* Ubuntu 12.04.2 LTS Desktop amd64, clean install in VirtualBox.
* Xilinx_Vivado_Lin_2013.1_0328_1, Vivado WebPack with trial license. I have not yet connected my FPGA board there.
 
Is there any other working version of webpack I could use?

I think I've solved it:
 
Install  "Vivado System Edition" (do not install the webpack edition) then use the webpack license. You will be able to create projects afterwards.

I finally got a reply from Xilinx on my web case as follows:
 
We have reproduced the issue and it’s a bug in the tool and we will try to fix it. I have mention few workaround for this issue,
 

• You can install the Vivado system edition for WebPack license, and it is working at my end.
  
• As another workaround you can use it from Vivado 2013.1 TCL shell.
  

 
From the previous post by rlewis65, it seems that suggested workaround 1 is not really working.
