I found the "Use the power meter once, then use the PNA reference receiver" can be commanded with the superseded (obsolete, but still a goodie) command [SOURce:POWer:CORRection:COLLect:METHod ]. However it does not change the setting in the dialog box, but the good news is it does impact the way the calibration works. It sets the method used to perform a source power calibration, in this case: "PMReceiver" - Power meter for the first iteration; then use the reference receiver for remaining readings if necessary (same as "fast iteration" box checked on dialog box). Representatives at Agilent claim this is the most accurate way to set absolute input and output power levels with the PNA / PNA-X. If I use a 8487D power meter, which can handle a range of -20 to -70 dBm, it is most accurate that -30 dBm. That is the initial power level I need to set in the "Use the power meter at X.XX dBm" setting. After establishing this anchor point, the PNA can accurately perform a relative shift to an even lower target power level using the [SYSTem:CALibrate:ALL:PORT:SOURce:POWer:VALue ] command.
