Do you have evaluation/bought license of this core installed properly (open xilinx "Manage licenses" start--> ISE Desgin Suite --> Accesories --> Manage Xilinx Licenses)and check if you are able to see this core in the feature list of XLCM GUI)?
 
If yes, can you try using ISE/sysgen 14.4? There are few issues reported with 14.3 sysgen tool where it was unable to pick the few core licenses correctly. This has been fixed in 14.4.

Check for the IP core name "rs_encoder/rs_decoder" in the feature list of Xilinx License manager.
 
If you donot find this feature and you do not have the license file for this core please generate an evalauation license from www.xilinx.com/getlicense. Refer to http://www.xilinx.com/support/answers/38883.htm for more details on how to generate free core license.
 
If possible please post your xinfo file.
 
In order to generate xinfo, please follow the steps below:
 
1.         Run Xinfo.exe from start menu start --> Xilinx ISE design suite --> Accessories --> xinfo system checker. It takes some time to generate Xinfo file.
2.         Check the common folder in Xilinx --> 14.X --> ISE_DS --> common folder for Xinfo file.

Hi,
 
From the xinfo file it looks like you donot have license for reed solomon encoder.
 
Please generate evaluation license for reed solomon encoder. Refer to http://www.xilinx.com/support/answers/38883.htm for details on generating the license.
 
Once you generate the license, point the XILINXD_LICENSE_FILE to the location of the IP license in the "Xilinx License Configuration Manager" and click on set. You will find these steps in the email which will be sent to you once you create license file from www.xilinx.com/getlicense .

The license which you get with KC705 kit (as per your post), is a vivado design suite license.
 
It will not include the license file for the reed solomon core. You can either generate the evaluation license as suggested earlier or contact your distributor/sales http://www.xilinx.com/company/contact/sales-reps.htm to purchase the license for this core.
