  I finally figured it out. I have to connect the two terminals labeled power source directly to the outlet (one neutral the other hot). I then connect the load by two more leads to the load terminals and have my meter turned on. I then connect the meter power source to the outlet and finally turn the load on. I found online the power source terminals have a 10meg ohm resistor which will prevent fire since there is no fuse in the meter. I found a manual online after much searching which while in Chinese it has a small picture showing how to set it up for watts measurement.

Anyone else with the Reed's, Lutron or Extech versions can now understand how to use it. Took a long time for one simple image to explain it properly.
