VCAP的奇怪问题

    I have a strange problem with the VCAP.
Problem is that on one of my pic32MX795F512L (there are 3 on the same board) the VCAP goes to 3.3V
I use a 10uF tantalum cap (used on many other designs) and should be fine, the VCAP is not connected to the 3.3V
I have replaced the pic, but got the same problem, what I found strange is that the PIC32MX795F512L does not wARM up, the AVDD is connected to a LDO powered from the 3.3V (output 2.5V, so this one can never go higher then 3.3V)
I don't get the feeling the CPU is toasted (the 3.3V is powered for test from the PICKIT3, so it could not draw a lot of current)
All the VSS pins are connected to GND and all the VDD are connected to 3.3V and the VUSB is connected to the 3.3V
There is no other power supply (USB is not connected) only power from the PICKIT3
The other PIC32MX795F512L are running fine from the PICKIt3's power.

I have uploaded a peace of the schematics, hopefully someone can steer me in the right direction.

Ooh btw, the previous version worked fine, I only added I2C to communicate with memory (can be seen in the schematics) I cannot believe this is causing the VCORE to go to 3.3V
