为什么IMPACT中会出现奇怪的idcode循环错误？

我有一个奇怪的问题：
1）没有programingFPGA，影响id代码循环，10000个时间没有任何错误;
2）编程fpga后，影响id代码looop会出现随机错误
3）烧掉除fpga本身以外的所有芯片后，就像以前一样。
4）我使用xc3s250epq208
有人能帮帮我吗？

  I have a strange problem:
  
   1) without programing  fpga ,  impact id code loop without any error for 10000 tims;
   2) after programing fpga, impact id code looop will have random error
   3) after I burn out all chip except fpga itself, just the same as before.
   4) I use xc3s250epq208
