If you started the project with an eval license then migrated to a purchased license you may see an error like this.  It that was the case then try regenerating the IP and then try creating a bit stream.

Even though I paid for a PROJ version of the TEMAC, the IP STATUS for the core shows it as a Design Linking License, which I understand it to be for simulation only.

From the shared VLM snapshot, I see that the tool is picking up the design linking License which will only allow you perform both pre- and post-implementation simulation. However, you cannot generate bitstreams with this License.
 
Can you please share the bought TEMAC Core license file (.lic) which was emailed to you?
 
Also share the xinfo report. To generate this report,  run the below command in Vivado TCL console and share the generated xinfo.txt file.
report_environment -file /xinfo.txt
